The clouds in that scene are very small and thin, have you tested it with a larger layer of clouds?
Although we set the fade distance when you initialize trueSKY, if you have adjusted the fade distance on your directional Light, you may need to increase it to see clouds at a certain distance away. There should be no additional set up required for shadows.
This is likely an issue specific for 4.21, which will need to be looked into
